hina boosts measures to open economyivers the keyn

China will further open up to foreign investors and offer them treatment equal to that of domestic companies with firm prote

ction of their legitimate rights, Premier Li Keqiang said at the Boao Forum for Asia on Thursday.

The country will fully adopt pre-entry national treatment and negative lists for overseas

investment, Li said at the opening ceremony of the forum’s annual conference in Hainan province.

By the end of June, China will release the amended negative lists for foreign investment ac

cess, he said. “The negative lists will only be shortened. … We will ensure fair competition and common deve

lopment for Chinese and foreign companies with fair supervision,” Li told more than 2,000 participants.

A negative list shows areas where investment is prohibited; all other areas are presumed to be open.

The government has started formulating matching regulations and rules to supp

ort implementation of the Foreign Investment Law, adopted two weeks ago, Li s

aid, adding that supporting regulations will take effect along with the law on Jan 1.

Cooperation is the best choice for China and the US,” Ga

said. “This is not only beneficial to the two countries and their peoples, but also conducive to the entire world.”

The words came as the US Department of Commerce reported that the US trade deficit with China narrowed by 6.4 perce

nt to $34.5 billion in January. US goods exports to China dropped 22.3 percent to $7.1 billion, the lowest since Sep

tember 2010, and Chinese imports dropped 9.6 percent to $41.6 billion, the Commerce Department said.

The trade imbalance has been at the center of monthslong tensions between China and the US. Other iss

ues at the top of the list for their consultations include technology transfers and protection of intellectual property rights.

Gao said guaranteeing that companies can pursue technical cooperation based on voluntary principles and business rules is cond

ucive to creating a fair and competitive business environment and promoting high-quality economic development.

“It is in line with China’s need to further deepen reform and opening up,” he said.

Information contained on flight recorders for the Indones

sia and Ethiopian planes has not been released, but analysts say the pilots may not have known h

ow to turn off the anti-stall device after it pointed the nose of the plane down, and that may have been a factor in the crashes.

On Wednesday, Mike Sinnett, Boeing’s vice-president, said he doesn’t see the need to overhaul its development of aircraft. He c

alled the new Max software “more robust” but also said the upgrade does not mean the original design was inadequate.

The upgraded MCAS will be activated by input from two sensors rather than one.

The system’s power will be limited so that the pilot can pull back on

the control column to override the system if the plane’s nose is pointed down.

Sinnett said a new training system for pilots on upgrades to the MCAS has been “provisionally approved”.

According to the Ministry of Finance, local government

nts in Sichuan, Shaanxi and Shandong provinces as well as Beijing will eventually be able to sell bonds at count

ers in commercial banks directly to retail investors, and the practice will be expanded nationwide after an additional period of time.

The ministry said individuals do not need to pay taxes on the bonds’ interest income, and this policy is likely to attract more investors.

Selling local government bonds to retail investors should facilitate liquidity

in the secondary market, improve the market-oriented bond pricing mechanism and pu

sh issuers to enhance the quality of information disclosure, said Amanda Du, a Moody’s vice-president and senior analyst.

“Higher coupon rates compared with treasury bonds, and the tax exemption on the interest income, make

local government bonds more attractive for retail investors,” she said. “The fast takeup by retail investors also indicates that the

bonds have won high recognition among individual buyers, supported by the local governments’ high credit ratings.”

She would also become the fourth Conservative prime min

ister in a row to have fallen foul of divisions over Europe within her centuries-old party, following David Cameron, John Major and Margaret Thatcher.

Most voters think the Brexit negotiation has been handled badly and there may now be a slight majority for staying in the EU, rec

ent polls suggest. Many Conservative MPs say May herself has caused the chaos by not negotiating harder with the EU.

“It was inevitable and I just feel she’s made the right decision. She has actually read the m

ood of the party, which was a surprise,” said Conservative lawmaker Pauline Latham.

Over two decades since her debut appearance at Wimbledon, Chinese legend Li

Na still remembers her awkward introduction to the iconic London tournament.

Li first competed there in the girls’ singles in 1998, and was tripped up by the switch f

rom hard courts to grass, not to mention the All England Club’s famous sartorial etiquette.

“I had no clue at all on how to play on grass,” Li recalled at Tuesday’s The Road to Wimbledon junior training camp in Beijing.

Detailed analysis of the fragment indicated that the

bird’s reproductive system was not behaving normally. The eggshell consists of two layers instea

d of one as in normal, healthy bird eggs, indicating the egg was retained too long inside the abdomen, Bailleul said.

This condition occurs in living birds as a result of stress. Unlaid eggs may be coated with a second laye

r, or sometimes more, of shell. This abnormality has also been documented in sauropod dinosaurs, and in fossil and living turtles.

In addition, the eggshell was extremely thin, thinner than a sheet of paper, and did not have the proportions of a healthy egg, Bailleul said.

hina’s civil aviation regulator has temporarily stopped issuing airworthine

ss certificates for Boeing 737 Max 8s because of safety concerns, a move an expert said will bring huge economic losses to Boeing.

Two Boeing 737 MAX 8s have crashed in the last five months. All 157 pa

ssengers and crew members of a 737 MAX 8 operated by Ethiopian Airlines died on Mar 10, includi

ng eight Chinese nationals. In October, the same model of plane, operated by Lion Air, went down over the Java Sea, killing 189.

The Belt and Road Initiative is set to promote cooper

globally — not for China only, Asian Infrastructure Investment Bank President Jin Liqun said on Wednesday.

Jin made the remarks in response to questions over whether the BRI only involves C

hinese projects prior to the Boao Forum for Asia, which will officially begin on Thursday.

“It was a misunderstanding,” Jin said, adding any country or investor can do a BRI project

anywhere, so long as it promotes global and regional economic cooperation, peace and development.

“The so called ‘China strategy’ is simply to promote global cooperation,” he added.

Joint efforts essential to fight global warming: China Daily editorial

Record low temperatures in winter and record high temperatures in summer in many parts of the

world year after year and more frequent natural disasters caused by extreme weather events prov

ide strong evidence that global warming is not just an alarmist theory as some claim.

Yet striking a balance between the effective control of human activities that are contr

ibuting to climate change and economic growth is proving a hard nut for countries to crack.

She said she hoped to hold a third vote on the agreement l

later this week and was working to build support for the deal, which sets out the terms of withdrawing from the EU and the outline of future relations with the bloc.

May warned opponents that continuing to reject the deal could lead to a “slow Brexit” that postpones the country’s departure indefinitely.

With the March 29 Brexit day set almost two years ago days away and the withdr

awaal agreement lacking Parliament’s approval, European leaders agreed to a postponement last week to avoid a ch

aotic cliff-edge departure that would be disruptive for the world’s biggest trading bloc and deeply damaging for Britain.

However, the EU granted a shorter delay than May sought. It said if Parliament approves

the proposed divorce deal, the UK would leave the EU on May 22. If not, the government has until April 12 to tell the

27 remaining EU countries what it plans to do – leave without a deal, cancel Brexit or chart a path to a new option.

Opponents of Brexit feel the political tide may be turnin

in their favor. Hundreds of thousands of people marched through London on Saturday calling for a new referendum on whether to leave the EU or remain.

But with the deadline for a Brexit decision less than three weeks away, British poli

ticians remain divided, and increasingly despairing about the country’s political gridlock.

“Brexit is like the Death Star of politics,” Conservative legislator George Freeman said. “I always fea

red it would be like this. It’s destroying and soaking up all the prime minister’s room for maneuver and political goodwill.

“I’ve never known this country so divided, so angry and in such a dangerous state,” he said.

France is willing to support the China-proposed Belt and Road Initiative, with the best way forward

being to work together on a project-by-project basis, former French prime minister Jean-Pierre Raffarin told China Daily.

In an exclusive interview ahead of the state visit of President Xi Jinping to France

on Monday and Tuesday, Raffarin said it is in France’s national interest to be part of the BRI.

“We also want our companies to propose projects which are good for the BRI, but also go

od for our enterprises,” said Raffarin, who served as prime minister from 2002 to 2005.

Zeng Bibo, founder and CEO of Ymatou, said overseas shopp

ping via livestreaming services could completely and truly demonstrate the detailed infor

mation of overseas products to domestic consumers, and have gained wide popularity with the younger generation.

Zeng added that the consumers’ demands have become more p

ersonalized and diversified. “They have higher requirements for high-quality and cost-effe

ctive products, which brings out huge opportunities for cross-border e-commerce industry.”

It is noteworthy that the post-90s generation favor niche

and designer brands, and also are addicted to livestreaming videos, Zeng said.

Founded in 2010, Ymatou is a consumer-to-consumer or C2C marketplace engaged in cross-border e-commerce.

By the end of the second quarter in 2018, the site had about 50 million users and hired more than 60,000 overseas buyers in 83

countries including the United States, the United Kingdom, Japan, South Korea and Australia.
